Senator Mar Roxas Affluent Speeches

janet An Braza

Speaking before the constituents of Iligan City in one of the restaurants of the city, last September 27, 2007, Senator Mar Roxas’s speeches were warmly welcomed by the Honorable Mayor Kiko Cruz, Vice-Mayor Henry Dy, by the Community Development Livelihood Office (CDLO) Chair Roy Openiano with the Multi-Sectoral Groups, and by some guests from Pampanga. Three days after President Gloria Macapagal-Arroyo visited her hometown (last September 24), Senator Mar Roxas, better known as Mr. Palengke, delivered his speeches passionately to his fellow kin, the Hiligaynon. The crowd enjoyed his presence as he spoke with dignity of being a Hiligaynon. Some, if not the few, understood his Hiligaynon accent.
“We in the senate have files of investigation, we focus on the attention of trying to help the president- you might thought that we have done too much politicking. Hinde iyan eh, sa minatood lang, kung tama ang ginawa ni President Gloria Arroyo- I will give her my full support, she will have my help! Si Neri sinusuhulan siya-dapat matigil na kasi ang kay Doble-Garci case. Naniwala naman kayo na ang cellphone ng PGMA ay natapped. When the AFP asked they will say, “Wala kaming alam diyan, baka kasi ito lang kasi….” Just this morning we have four hearings, eh hinde niyo naririnig iyan-hinde kasi lumabas sa media- the four hearings were 1.) Tungkol naman sa hearing sa JJIPA- in toxic waste, we are studying it but ako hinde ako gusto na ang toxic waste ng Japan ay dito sa bansa natin itatapon! How can we then preserve our environmental problems? We have so many problems with this kind of ecological cases. (2.) On citing EVAT- saan napunta? The point is nasa nature sa executive-legislative ang banggaan, bakit? Nag checked in balanced then nawawala ang lahat. Who are these people? Sila ang nagkakaisa. We are ranking 180. Ang Pilipinas ay among the poorest of the poor. Sino ba ang nagraranked niyan ay ang mga business communities, nagkakaisa niyan is in the Stock Market. Last three years we are ranking 121 now ang Pilipinas ay 131 kailan ito nalaman natin/ just this morning lang (September 27), is this the kind of country we want? We are in turbulent financial markets. All we want is a healthy managed environment.”
“We are focusing in the senate important things for the governance-( kaya lang iyong na received niyo na news are things who the media men thinks bad-hinde na news ang mga ginagawa naming kabutihan eh, when the picture here is the National Government, we have too much factors, I myself don’t give up the a long term program comparing to a short term program. Ganito iyon, si Kapitan Z at Y humingi ng barya kay president para roads and bridges, si kapitan W and X ganoon din humingi ng proyekto sa president. Eh para maaccommodate lahat ng humingi eh walang ibang budget, pagbigyan ng tingi-tingi. Ang nagyari ngayon, you will visit their barangays and you will find out that the roads are metered tapos ilang metrong hinde natatapos, dumaan ka dito, nakasemento..ilang metro lang walang semento, merong tulay, dinanan ng bagyo, nagiba kaagad why hinde solid ang foundation eh, tingi-tingi kasi.
Sa market natin, noon kaya nating bumili ng ilang ganta o sako ng bigas, ngayon kilo na lang and most of our common goods are program to be sachet-fied, hinde niyo baa lam na ang plastic na nilagyan ng sachet-fied products na binibili niyo ay binayaran mo rin, anong ginawa natin? Tinatapon.. I am on this campaign of not buying such tingi-tingi. That the questions of how our country is aggravated to poverty. The national newspapers tell us that we have some kind of this infrastructures, along with infrastructure terms, striving to bring the nation together through the network of ports, airports, bridges and roads.” The financial economy is different from the real economy. Incomes are diminishing, stomachs are aching, opportunities are found wanting.
“I ask, even if we have the entire infrastructure in the world, who what will bring together our political, social, and economic institutions to save the nation from poverty, fragmentation and conflict?
Even in the senate, what I see are convoluted political arrangements where once again the people’s will is being thwarted. They are in coalition, clearly our people ordained the opposition to lead and direct the Agenda of the Senate. Any third and first world nation is drawn on the relevance of their institutions to the lives of the common people, on the force of principle in their politics, in the integrity and cohesion of their democratic organs of power. Our political institutions, regrettably, the great powers of this republic, are not only in a state of weakness or disrepair but are in blatant disarray.”
“We have an anti-terror for the law enforcement and intelligence, as a well as a poor record for human rights, can end up terrorizing the citizens themselves. We have an anti-terror law that, given our weak record for law enforcement and intelligence, as well as a poor record for human rights, can end up terrorizing the citizens themselves. The public agenda has been usurped by personal and partisan ends. We are heading for the dark abyss of endless bickering and fragmentation even as we bask in the seeming illusion of normalcy.”
“The solutions for the problems of our country:
1.) Decision making, not to surrender our kinabukasan, in a long term process tayo what we are looking is the country behind-
2.) Tingi-tingi approach kailangan maicontrol na, incrimination, if we cannot set it properly, we go to another priority.
3.) Implementation of scale. Merong 1.1. trillion Php. In single size dinadaan sa parameter-consolidated actions, then kanya-kanyang local point of view. In commercial you will come with the local cooperatives that you can avail the fair price, mas madami mas madali rin makamura kapa. Implementation scale is the economist’ scale.
Institution building is in the fullest sense of the word—nation building; and the quality and consistency of governance is the ultimate measure of what makes a country first world and modern. Our history is replete with events and contracts that would benefit from greater transparency, all of which have served to make Juan de la Cruz view his government with distrust and disdain.
• The ZTE contract, conceived, negotiated and consummated outside the normal process that govern such contracts;
• The privatization of the electric power sector and numerous biddings, cancellations, failure of bids and all of these other contracts pertinent thereto;
• The Radstock- PNCC deal where details reveal how government to its detriment unilaterally recognized a debt that was never on the books, and so on and so forth.
As what I’ve said, kung mabuti ang ginagawa ni PGMA, eh she would have my help. We know what we do, we’re dealing with people- so that we can attained common goal to improved our governance-
A question rise, “what will be your moved of the claims of the OFW?” sa minatood lang, wala tayong magawa sa exchanged rate- pumapasok and dolyar wala sa OFW ang gumagalaw niyan 1.5 Billion $s pumapasok; simply lang iyan eh “law of demand and supply.” Ang magbabayad sa difficulty tayo din eh. Sa subrang daming nurses, dh, at iba’t ibang OFW’s siyempre bangko iyan ayaw malulugi. Iyong 40$-the government can’t walang magagawa niyan. It is very volatile to fix that.”
“On Senate Bill-Cheap Medicine; I am the signaturee of that bill, the status of the bill passed to the houses are assure of the cheaper medicine with good quality. Most important is the priority in the senate/committee. Quick actions with this matter the approach of the senate. Ang medicine dito sa bansa natin ay expensive. Why? Walang competition kasi., 1.) Zueleg is 50% 2.) Mercury is 60% 3.) Paeger % my case pa- not so much competition. Kaya we allow importation of medicine to come down here. And to bring down all the requested medicines will go to our BFAD. In buying medicines we undergone two BFADs ; the BFAD of the country where the medicines came and the BFAD here in our country. Not to be confused hinde kinucompete. We have Botika sa Bayan. Ako ang nagcreate niyan. It comes to my mind when a brother of mine was terribly sick, ako ang nagbabantay sa kanya everyday, saglit ay pumapasok iyan sa ulo ko. Iyan kasi ang kailangan ma sagot-kaya ang presyo ng gamut dito sa Pilipinas katulad ng mura ngunit de kalidad na gamut sa ibang bansa. Kasi other government have shunned the powerful lobby of the pharmaceutical companies. It is shameful that we are unable to do the same for our people. We must accord every Filipino patient the same access to affordable medicines.”
“We can now change our law for our own competition. We need a crash course to revamp and fortify our institutions; build character in our leaders and bureaucrats, regulators, state, and community actors. The people must not only be the governed but themselves be the governors of the nation.”
